It was made by a US minter named Daniel Carr. His mint is called Moonlight Mint and is located in Colorado, USA.
He made that in 2010 as a part of his Alternate Currency series of medals. Here is a link to his web page that shows all of his historical designs. He made a couple of Mexico themed pieces, most are very limited production that I can't afford.

Eh, he had some interesting concepts in the beginning, but now he's just making money off historic designs done by engravers who were artistically much more talented than him while abusing the hobby protection act in the process.

I just got this little coin. From the most interesting mint in Mexico (just my opinion) and the most amazing eagle design in the XIX century. Also, the arm design is different to all others. And is rare.
