The coin does not move maybe they make the inner white part some times just a tad to small and the clear part always the exact same size. Maybe the white part is not 100% solid in the inside and moves a tiny bit.

No need to turn it hard it is like I said seems like the inner white holder is just a tad to bit small. The coin does not move at all and the case is like new. It is a 10 cent pieces.

I wouldn't say I am worried but to me it indicates something about the product is slightly imprecise. I can't imagine they designed it to rattle around. Given the choice, I would rather not hear the sound at all, but like you, the coins I have in these holders are not particularly valuable and I am fine leaving them as is.
If this bothers you, don't buy a heavy coin such as a Morgan Dollar in a first generation PCGS "rattler" slab.
