Settlements Straits Victoria error coin or token?

This coin is 18mm and has image of Victoria on obverse with neck protruding into rim, and top of head very near edge of field. There is no lettering on obverse. Reverse is blank. There is very small evidence of ridges on edge, but could not get good photo.

    It may have been part of a button or other decorative item.

    I believe it was originally a Canadian 1 cent coin. The centre has been punched out or filed away, then the remnants of the reverse ground flat. All to make a piece of jewellery, apparently.
