What is the description of this error note?

I've collected error coins for decades, but have never really studied error notes. How would this note be described? Note that the reverse is centered. The front is not, and part of another note is on the right side.

It appears to be a misaligned 2nd print error.
The first print, (back) looks fine, and the third print (seals and serial numbers) look fine, but the second print, (face) was misaligned. The cut also looks fine.

100% agree. I would consider it moderate. I used to own this note. I sold it to Billy at USA Rare. I consider this one to be a major error.
