Did PSA change some types of packs they used to grade?

Some of you may or may not know that PSA upgraded their pack holders (which are awesome.) I just got a pack order graded which included a 2019 topps archives hanger pack with Fernando Tatis RC on top. I had sent this pack in to be graded because I have seen this same pack with Guerrero JR on top graded, as well as, 5 other hanger packs. PSA did not grade my pack due to being "too thick." I've been emailing back and forth with customer service requesting why my pack wasn't graded and showed them all the proof of the other same packs previously graded. After a month of waiting for this situation to be viewed by the grading department, my order ended up being shipped but with no response for customer service as to why it wasn't graded. I do not send in many ultra modern packs like this but because it has Tatis RC on top, I thought it was a pretty cool pack to have graded. I also have an Ohtani RC on top of a hanger pack I wanted to submit. Since I am not getting any feedback from PSA directly, I was hoping anyone else may have some answers. Is it because they have changed their cases? All the other hangers that I saw graded the flaps were bent behind the pack in the holders. Are they no longer doing this? If you have not seen the new cases I attached one of the packs I had graded along with the identical Vlad Jr that I mentioned above

im sorry but that archives pack looks horrible.
I'll take the older pack holders all day -- most of my Star Wars packs were ruined (corners and flaps squished) when PSA "forced" them into the new holders...I prefer the bit of extra space the previous holders had, obviously...
I was told by customer service that some packs such as 87, 88, 89 fleer will fit the holders while others wont. Maybe it's due to an insert or an extra card or two in the pack? If it's retail, it could have one of those magnetic strip cards? Either way, I guess some fit, and some just don't.
