Centering on Topps Chrome

I've always had a difficult time figuring out if a Topps Chrome card is "centered" to qualify for GEM.

I have a pack pulled card where the centering looks similar to this below PSA 10. Why is the team logo "Angels" text pushed why down with no empty space, and the card still got a 10?

I see other 10's, the "Angels" text has some space margin at the bottom. Like this:

    In my experience full bleed cards are graded with much more lenience towards centering and a wider range tends to make it into gem 10 holders. Cards that have defined borders that are less than 55/45 lose significant eye appeal compared to their full bleed cousins and are thus graded harsher for their centering. It all comes down to eye appeal in the end.
