Double or Multiple Impressions error?

Not sure if this is an error or not but this particular note caught my eyes. Looks like they printed it twice. Is this called an Double or Multiple Impressions error note or is it just a common thing that happens every so often? Thanks all!

I’ve seen it before, but wouldn’t call it common. I’m not sure whether the sheet moved a tad when being overprinted or if there was a little excess ink on the serial numbering head when it printed the serial number.

Double impression errors are rare but I have actually found two of them in circulation over the decades of looking.

I tend to agree with Steve's assessment based on this picture-overinking. Is there any doubling in the other serial number or seal? There should be, if double printed and doubling should be more even on all the green printed portions.
