1) Login in to your account and navigate to your Profile page (desktop version, not the mobile App, since I don't know how to work that).
2) Under My Sets, click the "+" sign to Add a Set.
3) A list of your current sets pops up. Pick one.
4) A list of cert numbers in your set pops up. Pick your favorite one that has a scan, since this will be the image associated with your featured set. If you don't have any scans, you can still pick one and upload an image from your computer in the next step, but you should have a scan. You should have a lot of scans.
5) Viola (sic). You now have a Featured Set. Well done.
Additional Question: After a user 'features' four sets, the + sign no longer appears. Is there really a four set cap? Seems strange given that you can 'swipe' the four sets left and right (in the Microsoft Edge browser) as if there could be many more listed. Thanks in advance!

I think PSA assumes that nobody has more than four sets.
