Just because PayPal did something doesn't mean anyone else has to follow.
It's a little different because eBay accepts them as payment so guessing they basically remit the fee to Paypal. Their fees for payment processing plus sale fees are combined into one now, so without raising their payment fee % it'll cut into their final value fee %. Who knows if places like eBay get a better deal or not though.
But Paypal making record profits and still squeezing their customers for more is just the standard now.. Thankfully there are alternatives on the rise.

I'm not quite sure how that payment processing works between the two entities. After all, if you use a credit card through PayPal to pay eBay, there are multiple fees: credit card to PayPal, PayPal to eBay. The current eBay fee is actually lower than the 2.9% old PayPal fee, so they must pay a different rate.
