I sent PWCC a question through eBay asking about this and got a generic response that didn't answer my question, I wonder what this is going to cost the seller in lost bids.

Thank you for the message. All of our items are represented through our High Resolution images available on all of our listings. You can access them by clicking the yellow "High-Res" button in our descriptions. We have attached some screenshots of where this can be located.
All articles visible in our images are considered as a part of the card and we ask that you please bid accordingly.
Once you have clicked through to our website, simply click the "Quality" button to access the high resolution image which will allow you to zoom in to greater detail. We have included an additional screenshot of where this button is located on our site.
Please note, due to the size of our operations, we do not have the ability to take any additional images of an item outside of what has been provided by our team.
think pwcc uses photography not scans. guess it could be leftover from wiping the slab off though. ive had lil white remnants inside the slab on a few cards when returned from psa so who knows.

I could be wrong but I don't think it is inside of the slab.
I'm with you, they wiped the card with a moist paper towel and were scanning hundreds of cards and got careless. This is a PWCC QA2 fail
I also agree it's a piece of cloth/paper towel left on the card after they cleaned it before capturing their picture. I saw this same type of scrap on a different card in their vault.
You would think their photographer or their picture-review-process would catch that before moving forward.
As far as a diminished winning bid, this would sort of actually be on the Consigner, as PWCC sends you a notice to review the listings before they go live and give you a way to contact them if there is an issue. I'd assume that the consigner did not do this.

Probably from the tissue of tears from the submitter when he thought it was a 10.
So if you have buyer's remorse, do you do a not as described return when it show's up without the tissue!
Certainly SNAD!!

I wouldn't complain, he may send Delmon over to kick you in the chest
I've had similar bits of paper inside the slab on some of my recent PSA orders. Most definitely in the slab and not acceptable.

Surprised they are not using the piece o' snot rag as a selling point
