eBay scammer from South Dakota? ID = souvenirs

Hi All, this guy seems to be trying to scam me for paying his sales tax.
He bought a $10 silver certificate, then turned around and had his credit-card company block payment until I refunded sales tax, which eBay says I owed him.
Now eBay says it has refunded him sales tax, but he's acting like eBay refunded me instead, and is asking me to pay his sales tax AGAIN!
Anyone else have trouble with this guy?
