Questions about certain coins for a foreign album

I'm creating an album with pages of different millimeters in diameter and put the foreign in them but some have diameters that are in the middle of 2 numbers (i.e. 16 and 17) what should I use the small mm page or the larger mm page for coins like that?

Someone on here many years ago had a similar issue. He said he used a smaller size opening, then used very fine-grit sandpaper to enlarge the opening just a little bit at a time until the coin fit the newly enlarged opening. I believe his album was either a blank Dansco or something similar. I'd advise if you're going to try this, that you thoroughly clean the opening and surrounding area of dust before placing the coin in.
