Can Someone Explain these Population Numbers?

It doesn’t seem like these numbers add up. Where are the other 14 PSA 9s and 2 PSA 10s?

    I guess the population report kind of explains it. There are only two variations, but a bunch of cards that were graded before the distinction was made. How is this usually handled in a master set? It seems like the Dark Pale variation is being considered a completely different card rather than a variation. Would a card without the distinction be invalid for both slots?

    Not sure if someone has to complain to PSA, but a couple of my cards were REMOVED from my set because they were graded before the variation was indicated.
