Press Pass Football - NFLPA Licensed - RC or No?

The current Panini Contenders Draft Picks and the 2010 Upper Deck sets which all designate the NFLPA license, but not the NFL license, are listed as true RC's on Beckett's database.

I recently noticed that Press Pass cards from 1998-2009 all show the NFLPA license logo on their cards, but no Press Pass cards are designated as RC's by Beckett. If the Panini and UD examples qualify as rookie cards, can anyone explain why these NFLPA licensed Press Pass cards do not? Is Beckett mistaken?
