If all you do is crop and re-size photos, you can use Paint to crop and resize the coin into a square and then use (free) Photoscape to circle-crop. Works for me:

That's odd. In my version of Elements I have to flatten. Otherwise it does not give me a choice to save as a jpg. Maybe I just haven't clicked the right button or something. Whatever the case, I've always flattened the file first.

Could be that you need to save for web or save a copy or export instead... haven't used Elements in a long time. I'm mostly in Gimp or Photoshop.
