ink transfer?

Found this note in change recently, it has been obviously folded over. Not knowledgeable about this, but I've not run across a note in which the ink bleeds from one side of the bill to the other by folding it. Yet it seems to me to be impossible that this is a production error. Thoughts?

It appears to have spent an extended period of time possibly wet, folded and pressed together. I agree with your opinion about it not being a BEP error.
