this appears to be a partially eaten chocolate cookie in the shape of a French coin

Yes, it's a 10 centimes from the VIchy State (Nazi-occupied France), struck 1941-1944. It's made of zinc, which as you can observe is a terrible metal to make coins from because it corrodes readily.

Depending on the size (there were two different) it's either 1941/1943 (large) or 1943/1944 (small)
