If you are not a very well experienced grader, buying lottery tickets is likely more profitable than sending those in.
1) Most coins aren't worth having graded.
2) If you don't know how to grade pretty darn well then you would likely waste money sending coins in to get graded.
3) Have some patience.
You can always send them in once you gain experience. One way to have a comparison is to buy a graded 70 recent year Quarter for a reasonable cost. Use a hand magnifier or eye loop to study the characteristics of the graded coin like strike and surfaces. Compare it to your loose 2021 quarters. You should be able to pick the best one and how it compares to your graded sample. Then make a decision.

The Proof coins, as mentioned, are specially handled and struck on polished blanks and show frosted devices. These would be nothing like the quarters you showed. But they would be a nice set to see the best the mint produces of standard coins from Cent to Dollars.

Circulation strikes would need to be sought in the 66+ ~ 67 area

Proofs are specially struck coins with extraordinary details made from specially prepared dies.
For this issue you’d get them from the mint website in a proof coin set.

Buy a few of each grade. PCGS graded quarters on Ebay are cheap.
MS66, MS67, MS68
Compare.
It is cheap fun.
I hit two top pops and sold them for really good money.
Proofs are gorgeous but no real treasure hunt or upside potential.

I would not stack the quarters.
Get 2x2 flips for them and keep them away from other coins.
Then review... keep the best for grading and just spend the rejects.
