No longer seeing eligibility under item listing, but it does appear after clicking "buy it now" and before committing to buy. Not sure how to confirm item eligibility on auction items, does not appear in those listings as well.

Got the offer... but as usual lately, difficult to find any bargains with the high premiums and sales tax that sometimes gets added on.... so it goes. But I keep looking!
