Is this a trick question and the 61 went to 66 after conservation?
It does appear to be the same coin. Bottom is the lacquered photo, I'm guessing.

Not a trick question, same coin went to PR66 from being ungradable, not from PR61 but PR1; ungradable due to lacquered surfaces.
I guess the first one is the graded one. A good lacquer job can preserve a coin and keep it looking good. Some of the most red German copper proofs I've seen have spent most of their lives lacquered.
