Are one or both of these counterfeit?

Someone just emailed these images to us asking what was going on. The only difference is the plate serial number. I honestly don't have an answer for him. Can anyone here offer some input?

    It appears some wise guy erased the last serial number on each note. Maybe to possibly create a pair of faux error notes.

    Abrasion marks show the serial numbers' last digit removed from two outta the same pack.
