I heard or read somewhere many years ago that they were struck on the same blanks as the 1967 silver $1 which is 80% silver. However, I have also read that they are sterling. I have not been able to learn more. Perhaps a member with access to an XRF can analyze one.

If the fineness isn't marked they are going to be heavily discounted if sold for silver value.
This is a medal that came in the 1967 P/L sets. The black boxes had a $20 gold, while the red sets had this silver medal. 80% Au.
