It is definitely an overdate The only thing missing is the bottom of the 3. Attached photos of mine below that is attributed by NGC as the overdate. Only difference is the position 4 in relation to the denticles and being able to see a lower portion of the 3.

You could go insane with identifying over dates/over assayers etc. in this series.
