Depending on what type of 90%.
Spot looks like 20.13/$1 face.

More collected forms might bring a premium to the end user.
Barber's, Mercury's, Liberty's, Morgan's, Peace dollars with some meat left on them...

that's a generous offer considering that, as an Authorized Purchaser, they can buy them brand new and cheaper directly from the US Mint. This tells me they must need more than the mint can supply them. Speaks volume for physical demand and for the lack of the mint's ability to meet it.
