Population Report question

I submitted a 1975 Topps Mike Schmidt and remember seeing 99 cards with a "9" and only one with a "10." This morning, the number of "9s" went from 99 to 98. I'm curious - how could one of these disappear? Someone sending to another service for grading and the PSA grade goes away?

    Two instances come to mind that I have seen.

    1. Someone cracks out the card with the intent to resubmit, then sends in the flip to PSA to be removed from the pop report. People will typically do this more frequently with low pop cards in order to keep the perceived rarity.

    2. Card sent in for review. In the review process, the card/cert # is removed from the pop report.
