Planchet flaw, struck thru or what???

Here are images of two coins with similar "error' surfaces. One is an 1888 Morgan Dollar and the other a 1967 Washington Quarter. Both are uncirculated coins and both show similar surface "reeding" like marks. Any help and opinions welcome. What caused this?

Can you tell if they are raised or sunk into the surface?

They appear to be raised.
I’m far from an expert but I could see it being the remains, then, of a strike through that impacted the die enough that it created the impression on subsequent coins.
