Why are there 20 stars on the obv of the banknote? 2 curves of 10 stars in each group. Thanks in advance. Peace Roy

Here's all I could find on the $5 design elements. No mention about the # of stars (only that is where you'll find the watermarks).

The stars are arranged in a partial circle. 20 out of 50 is 40%, so does the arrangement of the stars on the $5 look like 40% of a circle? It looks pretty close to that. If so, the design would show 50 stars if the whole circle were depicted.
