Value of card at submission

Apologize if this has been asked already. What is the proper value to list when submitting cards. Is it the raw value of the card or the expected value of the card after it gets graded? For example, I purchase a Serena Williams 2003 netpro card for $30 however if graded a PSA 9 it is valued at $200 and if it is a PSA 10 about $1000. so what is the proper value i should list during submission?

    Never assume a 10, especially on a nearly 20 year old card. If you bought a card at auction on Ebay, that's the value I'd give it. If it grades high, PSA can upcharge your submission to reflect the graded value. For a guess at the eventual value, I'd figure it between an 8 and a 9.
