1959 Topps FB 1c wrapper styles

Just curious - does anyone know the significance of the different wrapper styles used for 1959 Topps 1 cent football packs? Here’s a pic from a recent HA auction where 2 different styles sold - not sure if it was geographical, if one is more desirable/scarce, or just a random thing that was done.
