E11111 PCGS Coin Number

I sent in a Chinese 1940 10 cent coin that was struck off center along with some other error coins. When I got the results of the submission, the China 10 cent coin was given a PCGS number of E11111. Since all my other error coins have an "E" in front of the coin number, I called to see what it meant. The PCGS person I talked to didn't know and put the submission on hold. The next day I called again and got another PCGS service person and they didn't know either and said they would get back to me. I wanted the submission on hold because the number seemed strange for an error coin.

Last night I saw that my submission was sent to me and nobody had called me about it.
I did some more searching and it looks as if the E11111 might be used for used for US tokens.

Anybody know anything about the E11111 coin number and what it is used for?
