I have several ebay accounts. Not every account gets it every time. I have no idea how they decide which account gets the promos, which is why I signed up for several accounts. You increase your chances of getting promos that way.
I seem to get the vast majority of these on my single buyer/seller account. Lately, I don't seem to end up buying anything though. Haven't been very active in coins over the last year and other stuff is often cheaper on amazon (where I also get 5% back with my Prime VISA).
