2011 Canada 1911 Commemorative Siler Dollar Question

George V is on the obverse and of course its dated "1911-2011". Yet the numeral "1" is used and not the word "ONE" as with the 1911 coin and the 2001 Commemorative , why was that ?

The numeral 1 avoids having to place One and Un on the coin since it has to be completely bilingual.
