Do ebay consignment sellers like PWCC, Probstein, Greg Morris, etc. issue 1099's?

No for PWCC, at least when I used them 2 years ago. They just sent a PayPal payment and advised to review with my tax advisor if I had any concerns.
They'll likely have to for next year's sales under the new tax law.
Do Paypal payments sent by consignment sellers count towards the (current) $20,000 limit?
It shouldn't as long as it is a Family& Friends payment
Not every state is 20K.
A bunch are $600.
