How can a consigner on Ebay charge negative rates?

I just bought a card on Ebay from Sirius Sportscards. In the mailer they sent me a little card that advertised their consignment rates. It shows the following:
$10 or less......5%
$11 to $25.....10%
$26 to $50.....5%
$51 to $100.....3%
$100 to $2500.....0%
$2500 to $4999..... -2.5%
$5000+..... -3.5%
I do not understand the zero percent. Are they just that generous to consign an expensive card for free?
I do not understand the negative rate. So they want to pay me extra money on top of my hammer price?
I am confused.

At a negative commission, they pay you extra on top of the hammer price. That comes from the buyer's premium.

It's not too good to be true. These smaller auction houses offer it to get better items. They're still making money from the sale because the BP is way bigger.
Just because there's a negative commission doesn't mean this is 'the place' to sell. You also have to ask yourself 'why do they need to do this to get inventory?'. That tells you something.
OK... So I checked a little further and Sirius has their own auctions on their website. I thought the consignment rates were on Ebay like PWCC. With all you guys have said it makes sense now.
