The 'E' in "ONE" and the 'C' in cent look like doubling to me. Is this accurate?

No DDR. It's a minor lamination (delamination).

Also, especially on a coin this old, a DD would be known and documented. You didn't even list the date of show the obverse, which would possibly answer the question from the start.
