PSA price increase - affect online changes before mailing submission?

If you completed your online submittal before March 1 and are locked into the old prices, can you make online changes to your submission (before you mail in) and still have the old prices hold or are you revised to the new prices for your entire submission? Thx

    Per the message from Steve Sloan:
    Changes do apply to all incomplete and new orders, effective today.

    As they say, "don't touch that dial!". So much as breathe on it, the prices change!!
