Question about pack crossover with PSA

Just found out that all packs graded at PSA go thru BBCE for authentication , but do all none PSA graded packs sent in for crossover go to him to or doe's PSA accept the fact that they are authentic simply because they are in a none PSA graded holder and just go ahead and grade it without the blessing of BBCE ?

    Why on earth would they do that? If you were signing your name (and backing financially) that a thing was authentic, would you take some random person's word for it?

    Cross overs from GAI or others go to Steve (BBCE) as well. Steve authenticates all packs and PSA grades them.
