Declared Value on Card Submissions

What does PSA do if one tries to submit card with a declared value less than what it should be?
I.E. Min grade accept is 5.0, card is selling for $500 on web but submitter declares value at $100. I can not find an answer to this anywhere on web or PSA site.

    1.) If they damage it or it gets lost or damaged on return, they you only get $100.
    2.) If they grade it and they determine that the value is $500, they can up-charge you to the proper service level fee for that value before they send you back the card.
    3.) They slap you on the wrist!
