Modern Quarter Bulk Submission Question

Help me clarify if I am incorrect...I want to send two (2) $25.00 mint bags full of modern state quarters for bulk grading. I want to specify MS67 or better for slabbing. Can I use the left over quarters to pay the submission fee? I see no point of mailing back modern quarters that will be put into circulation. Does anyone have experience in these matters?

    If nobody knows I can ask PCGS directly, I was just wondering if anyone ever tries this for cost saving on moderns
