Has anyone ever submitted using this service. The details on the website make it sound like it might only be available to large auction houses. I have a dual signed item I would like to sell that would be perfect for this service. Just unsure if individual submitters can use this.

My understanding of this is that it's related to purchases you make from an auction house on items that they've precertified. Someone sends an auction house an unauthenticated autograph, the auction house uses PSA to provide a pre-certification, and then the buyer has X days to submit that item for certification after it's purchased.
