What Constitutes a Print Defect (PD)? Would this be one?

Hey everyone,
Not sure if I should submit this card as I have no clue how they will treat the marks (Red & Blue looks like lint) you see in the top left corner. Card is damn nice other than that so the potential range in grading is very confusing. Any thought?

Unfortunately there aren't any PD versions showing on the PSA auction results page.... Kind of looks like marks on the wall (i know it's not), so don't think it really takes away from the eye appeal, which is what gets a PD mark... The card (well 5/6ths of it) looks 9ish, so even a 8 or 9 PD will be worth $300-$500 min, more as time goes on.
If you are concerned about submission level, still think it's worth it at $75. Rather than give a PD, they might give it an 8 instead of 9 (9 instead of 10!), but I don't see it as a for sure PD issue.

anything that is a blemish to the photo/front of the card that is original to the card would be considered a PD. that could include fish eyes, ink runs from printing, print snow.
anything introduced to the card after printing would be considered a stain, such as: wax, gum, pencil, pen ink etc.

it looks like it is stray ink on the front of your Hogan card. would be considered a PD

Well, yes technically it is a print defect, but is it enough of a print defect that the grader will give the grade a PD mark. I think that is open for debate. Not every card with a fish eye and snow gets the PD mark. Especially the snow, depends if it is a flurry or a blizzard from graded cards I've seen! (84 topps football / Hockey)
Thanks guys. Ya this is a tough one. Most of these cards have these blemishes but this one seems more egregious than most. Might just have to submit and see.
Well you have to submit it period. I think the bottom for your card after grading is worth $200 if it 7 PD's
