US Mint shipping policy change - at least to Alaska or ? without notice

Long time buyer of Mint products, including Loyalty recipient since inception. When I tried to make an order today, I could NOT use Budget Shipping. It kept defaulting to "Expedited - Signature Required $21.90 2-3 days" (Expedited still avail at $17.95). Tried two different web browsers, same thing. I went ahead with the order and called the Mint to get the shipping corrected (done this before). This rep didn't have an answer so an eternal phone-hold took place.
Finally came back after conferring with supervisors and was told the shipper had changed the rates to this 3rd world country (of Alaska) with no notice. My case would be elevated for "team review" to verify the policy. Includes whether I could still qualify for the Loyalty Program. Will other destinations other than the "lower 48" also get hit with this? Hawaii? Virgin Islands? USPS postal rates to AK are not much more than Cal to NY.
Also -- today my PayPal payment ERRORED again. It's hit or miss it seems. AND the site gave me a hard time with my address that has worked before. Spent over 2 hours trying to get ONE order placed.
