What is this called?

I was finding a bunch of these flat spots between the neck and chin and in the hairline on a few quarters and was wondering what it's called and what it's from I've tried to Google it and to no avail.

I don't feel it's either too close or out of focus it's perfectly close and focused look at the jaw / neck to ear area there's a huge flat spot where nothing was printed or engraved leaving a field even in the hair

I'm going with that area of the die was polished off - "die polish" error. I'm surprised it is only in that area.
