How can we tell which HOF card will get added to a setlist

NFL HOF announcement coming up. Is there any way to tell which rookie card will get added to the set? Peyton Manning for instance - surely a lock to make it. But which rookie will be considered the one?

There are a few exceptions. 1993 Bowman Wilkie Roaf (think because it is a foil)

Do they have a future HOF rookie set in football like they do in baseball? In baseball you can look to that future set to see which card will be in the HOF set once they elected.

Yes. And every time in the past it has been the card from the Future set
