1948 DDO?

Ok, so I need some help. The '4' in 1948 and the 'I' in 'IN' seem to have some doubling. Any help is well appreciated

    The 4 is damaged.

    Instead of looking for doubling on random coins, why not do a little research to see what dates/mm are known with doubled dies and scrutinize only those.
