Is PSA allowing subs sent in top loaders?

Read that due to the shortage of semi rigid Card Saver holder types that PSA would allow submissions to be sent in top loaders, preferably with a penny sleeve. Is that still true? Or will they not get graded and/or charged extra?

    so far yes. been getting rid of all incoming toploaders by sending my bulk orders in w them.

    saved a ton of cash.
