Who decides the $200 max declared value for Silver membership subs?

Wondering who decides the $200 max value for the 20+ sub in silver membership. Have a raw 85 OPC Lemieux rookie that is likely a 7...Ex/NrMt raw have been going around that. Also have a 58 Topps Jim Brown that would be a 1 or 2 (Poor raw versions go for 150-350). Is it just my determination and/or are they lenient with the $200 max declared value?

You do, and there is some flexibility, but if you make a mistake, like send a $15,000 card in Super Express because you didn't realize it was an 8, they'll contact you and tell you you need to pay the higher rate.
