2000 Pokemon Neo Genesis 1st Edition Holo Lugia #9 PSA 10

So today I got an email from PWCC with this in the subject line. I followed the trail to see that they hace a BIN for $125,000 currently open. Another sold recently (PWCC listing, of course) for $129,000 after 71 bids.
I have this card in my collection, and am wondering if I sumit it for grading, do I indicate declared value at the PSA 9 level ($8000) or the PSA 10 level ($130,000). Cost at PSA 9 = $500 per card. Cost at PSA 10 = $5,000.
Of course I hope my card grades as PSA10, but do I submit PSA9 and let them upcharge me if it grades 10?
TIA for your feedback - and sorry if this sort of question has been answered ad nauseum.

I would submit at the lower 9 grade they will adjust ot to appropriate level if you land the 10. Best of luck with that!
The only incentive to pay the higher grading fee other than service time is that if it is lost/stolen/damaged, you could get the declared value of the 10.... If you only pay $500, then the most you'd get is up to 10K.
