altered surface grade

A few months ago I submitted a Morgan dollar for grading, it came back no grade 99 PVC residue. I soaked the coin in acetone and resubmitted it, it now came back with 94 altered surface grade. Would the acetone alter the surface? I've used it before and never had a problem. Thank you.

The acetone would not have altered the surfaces but the PVC could have.
Once the PVC is removed you can now see what it did to the surface.

This is the coin, is the light area on the obverse at 12:00 what they are calling the "altered surface"?

My dumb guess would be you got an "altered surfaces" grade because of the eagle's breast.
