Help With Evaluating Oldish Coin Collection

I’m hoping members here can help me understand the value of this coin:

This is part of a small collection my brother and I assembled in the mid-1980s. It’s entirely US coins (see my post in the US coins forum if you’re interested in the rest) except for this one. I think it’s the error variety with the upside-down writing along the edge. (The coin had to be face down to read the phrase.)

Any idea about value?

The edge lettering is done in an operation separate from striking the obverse/reverse design. As approximately half will have the edge lettering up and half down, there is no difference in value between the two.
